I think so... U visa cap is almost impossible to be increased due to not having enough people. It's got much popular over time but not many people know about it. It order to get something done, it has to get the media power. To get that media power, it has to be popular and be known. Politicians want to solve something that people know about and U-visa is not one of them. It's out of their mind. At least that's how I look at it.
