I was a tourist (B1/B2 visa) in 2009 and was charged with a DUI. Now I want to come back to visit, will this make me inadmissible?

I do not think it will make you inadmissible however, there is no guarantee of getting a tourist visa even if you were not admissible. There are other tools such as a non immigrant waiver visa if you are found inadmissible.
