h4 to f1 - change of status

    Hello
    My wife is on h4 wife, and will be starting university this Fall. Her university has given her I20, and a form for change to status (to F1). We can apply for her change of status, but what we have read online is that it takes up to 6 months to process change of status application? And during this if you travel outside the country your application is invalided?
    She's planning to travel in October end this year (about 2 months from now). If this is true, what are her other options, can she directly apply for F1 visa living in US?

    Another question - If anyone on h4 finds a job and his/her employer is ready to file for h1-b, it will be considered under the annual cap?
