H1 to h4 Convert while H1b ext in pending

My H1b extension applied in Sep 2015 and it's still in process and I'm planning to Convert H4 and then EAD.

1) Can I convert to H4 EAD while H1b extension in process?

2) I'm going to India next month, Can I attend H4 visa interview instead of applying COS in US?

3) 2 years back i converted H4 to H1B, I have still H4 visa stamping on my passport that expires in Aug 2016. Can I travel back to US with my old H4 valid visa instead attending H4 visa in India?

4) If H4 need to be stamped in india, am I eligible for interview Waiver program?

Please clarify.
