F1 visa stamping in India after applying for OPT

Hi,

I came to US on H4 visa, I changed my visa status to F1 from H4 in US while pursuing my Master's from International Technology University (ITU, San Jose). I am about to complete my Master's this quarter ending in Sept. 2016.

I want to get my F1 visa stamping done from India and planning to travel to India sometime during July 2016, I have following doubt:

Should I wait till I get my visa stamping done from India and than apply for OPT, or should I apply for OPT now and than travel to India with OPT I-20 (OPT status pending).

I will really appreciate your response. Thanks in advance.
