keep hearing many stories about Herguan University, & I cannot make up my mind. If she leaves the F1 status, she will lose the CPT and the OPT. What should I do? Is Herguan still in trouble or everything is cleared now?

Not really. If you look at the Tri Valley University although it was being run in a very "unusual" fashion, it seems most of the students were not even aware they were violating the law. In fact, the government had a chance to police these student by notifying or removing their ability to issue SEVIS and also telling the students that they were no following the rules.
