Can a US citizen petition for her mother thats is out of the country and her husband that is in the US legally at the same time and will there be any issues in this situation?

I came to know from a friend who works with Canadian Immigration Servicesthat if you don't meet this requirement , your assets should have a cash value which is five times the difference between your household income and required household income.
