change of status from B1/B2 visa to L1-A

2 managers of our overseas office are here for business on a B1/B2 visa. the US company would like to apply an L1-A for both managers. Can we apply for them while still in the US and fill out the change of status form in addition to the L1-A petition paperwork?

in the cover letter submitted with the application and supported letters, do we need to mention that we are filing for change of status and the reasons why he is currently in the US, or filling out the form is sufficient by itself?
