Hello, I'm from September 2014. I received working permit end of July 2017.
You'll be able to apply if you haven't already for aWorking permit after a decision has been made on your case.

what in site said im from may 2014 they said fee waived for work permit

I'm from September 2017. After going through many posts and doing the research, you'll be getting the DA decision somewhere in the ball park of end of 2020 or early 2021. And yes.. with current 10k annual cap, it will eventually cause the massive backlog of waiting up to 10+ years just to get DA decision. Your work permit follows after DA decision. We've got a long way to go my friend..
